Analyzing the Effect of High-Speed Rail on Quality of Life, Business Networks, and Regional Economy along the Delhi – Ahmedabad and Delhi – Varanasi Corridors

Project Overview

High-speed rail (HSR) networks are crucial drivers in developing polycentric megaregions characterized by multiple interconnected metropolitan areas. These regions are formed by the functional integration of multiple cities and towns around one or more large central cities, driven by a new functional division of labor and improved connectivity. HSR systems will enable improvements in travel times, connectivity, and economic activities through the unrestricted mobility of people and goods from one region to another. Introducing HSR systems in India represents a transformative step toward enhancing regional connectivity and economic integration. According to the National Rail Plan–India (2020), 13 HSR corridor projects are planned across 28 major Indian cities within the next three decades, showcasing the Government of India’s commitment to advancing HSR network infrastructure. HSR corridors can potentially create polycentric megaregions, promote industrial clustering, and connect knowledge-based industries. However, they also risk aggravating regional imbalances if the benefits are not equitably distributed among connected cities. Thus, it is critical to analyze the existing business linkages, economic activities, and potential impacts of HSR on regional development. However, limited research exists on the effects of HSR systems on regional economies and business networks, especially in the Indian context. This gap in understanding forms the core motivation for this research work. This research aims to analyze the effects of two proposed HSR corridors as per National Rail Plan–India (2020), which are supposed to be developed in the next decade, i.e., Ahmedabad–Delhi and Delhi–Varanasi high–speed rail corridors, on business networks and the regional economy. It seeks to map and evaluate the configurations of business networks along these corridors, leveraging questionnaire surveys and advanced social network analysis tools to uncover intercity connectivity patterns. The study will provide insights into the economic dynamics supported by HSR development by examining the interdependencies and business sectors of the cities involved. Additionally, the research will investigate critical challenges and opportunities associated with HSR projects, such as regional disparities, land–use transformations, and economic clustering. The project also aims to analyze the impacts of HSR projects on residents' quality of life (QOL) along the proposed HSR corridors, including an assessment of the potential for improvements in accessibility to employment, healthcare, education, and leisure activities. The goal is to recommend policies that maximize economic benefits and ensure balanced growth. This research addresses a critical gap in the existing literature. It aligns with national priorities to ensure the holistic development of India’s HSR network, setting a foundation for strategic economic and regional planning.
