The statistical characterization of coverage and rate of a Public protection and disaster relief (PPDR) heterogeneous network comprising of aerial access points. We develop algorithms for resource allocation between access and backhaul networks and handover management in heterogeneous networks. We leverage caching at the aerial
access points and mobile terminals and study the impact of caching in this analysis.
