Who We Are

The Directorate General of Hydrocarbons (DGH) was established in 1993 under the Ministry of Petroleum & Natural Gas. Its objective is to ensure sound management of oil and natural gas resources while balancing environmental, safety, and economic aspects.

DGH is responsible for implementing exploration policies, monitoring activities, and promoting investment in the energy sector.

History

The liberalized economic policy adopted in 1991 aimed to deregulate core sectors including petroleum. This opened the sector to private and joint participation, creating a need for an independent regulatory body.

Based on committee recommendations, the Directorate General of Hydrocarbons (DGH) was established in 1993 to oversee regulation, conservation, and development of hydrocarbon resources in India.

Role & Functions

Nodal agency for NELP & CBM policy implementation
Reviews exploration programs under petroleum licenses
Reviews development plans & production strategies
Handles additional government-assigned functions
Issues GST essentiality certificates
Advises Ministry on exploration & production policies
Evaluates hydrocarbon reserves
Audits reservoir management practices
Supports contract management
Provides technical advice on hydrocarbon exploration
Advises on exploration acreage & relinquishment
Regulates petroleum data & sample storage
Works on shale gas & unconventional resources

Staffing

DGH is manned by highly skilled professionals of technical and scientific backgrounds with experience in Oil and Gas sector. Most manpower is sourced through deputation from National Oil Companies like ONGC, OIL, IOCL, HPCL, BPCL & GAIL. DGH enhances knowledge through regular training programs.

Funding

DGH is funded through OIDB (Oil Industry Development Board) grants. Details available at http://oidb.gov.in

Governance

Advisory Council
Directorate General of Hydrocarbons has an Advisory Council appointed by the Government, comprising a Chairman and eminent members in hydrocarbon exploration and production. It is serviced by the Directorate headed by the Director General.

Administrative Council
Government of India established an Administrative Council to guide and oversee administrative functioning of DGH. It takes decisions on establishment, budget, and other key matters.

IN331248: Resistive type porous magnesium ferrite humidity sensor

A synthesis process of making 30-40% porous MgFe2O4 pellets have been developed. In addition, a process of making Ohmic contact on such porous pellets has been developed. The process has been optimized to keep the resistance of the pellets in the range 200-300MCX. It is a very cost effective synthesis process and highly sensitive towards relative humidity change due to resistance change compared to existing commercial humidity sensor based on the measurement of capacitance change. The response and recovery time of such pellets to humidity is few seconds. Magnesium ferrite pellet is being tested successfully for humidity sensing for last 12 months. Due to its resistance stability after long-term exposure to humidity, no flash heating is required.
