Advanced Research and Development Year 1–2: • Establishment of a Quantum Research Group at NIT Manipur, • Acquisition and deployment of quantum emulation infrastructure, • Foundational work on quantum hardware simulation, and • Benchmarking of existing QML algorithms. Year 2–3: • Prototyping of novel quantum architectures—emphasis on fault-tolerant designs, • Development and testing of hybrid quantum-classical optimization routines, and • Initiation of collaborative projects with national quantum centers. Year 3–5: • Scaling to full-stack algorithm-hardware integration, • Joint publications, and 2. National Curriculum and Capacity Building • Design and launch of Quantum Technologies and AI in HPC post-graduate courses, tailored for NIT Manipur and networked institutions. • Semester-long workshops and summer/winter schools for North-East India’s research community. • Structured internship programs for UG/PG students featuring industry placements in AI, quantum, or HPC R&D groups. 3. Industry Partnerships and Translational Initiatives • Collaborative projects with industry leaders in AI/HPC/quantum sectors (targeting companies such as IBM India, C-DAC, MediaTek, and homegrown quantum startups). • Partnership with IndiaAI and related Government consortia to integrate outputs into national deployments. • Joint patenting and translational pilots for quantum cryptography and AI-based decision systems in logistics and smart infrastructure. 4. Dissemination and Ecosystem Building • Annual Quantum and AI Research Symposium (hosted at NIT Manipur), featuring international speakers, project showcases, and research matchmaking. • Hosting of e-journals, open data repositories, and community-led hackathons. • Active dissemination of findings through popular science channels and engagement with start-up incubators. 5.
