Arunachal Pradesh, one of the world's eighteen ecological hotspots, has a rich range of biological diversity, including over 5000 plants, 85 mammals, 500 birds, and butterflies, insects, and reptiles. The state's climate change cell, established by the Department of Environment, Forest Climate Change, aims to strengthen its capacity and develop scientific proposals for climate risk mitigation. The cell will also build a robust monitoring infrastructure, develop project proposals, and develop an e-learning system. The state government will also assist in planning and implementing the Pakke Climate Declaration. Proactive measures for adaptation to climate variability and change can reduce adverse impacts and contribute to livelihood security for vulnerable rural populations.

A dedicated Climate Change Cell will be established to monitor and address climate change impacts in Arunachal Pradesh. The cell will serve as a single-window contact for dealing with state government and external funding agencies. It will network with various departments and academic institutions, as well as implementing agencies working on climate change adaptation. The Cell aims to assist the state government in planning and implementing climate change-related actions, improve knowledge about climate change, and develop a data base.
